    The question to Plan over Events? Yes, The Plan is chosen over the conditions of the project where the plan is a 'cookie cutter' plan. The smaller projects are usually killed thereafter as the cost can't support the development. (Note: I'm talking about coding in the couple thousand range and the project costs are in the hundred thousand range.) It's an unfortunate consequence.
